The site of the scenario game is in Edogawa-ku along the Arakawa channel.The street lights are located along the whole channel edge. The large open space is populated by joggers, pedestrian and several homeless huts.

1E A pigeon defecates on a solar panel of a street light.    
1O Some parts of the solar panel are blocked    
1T The collected solar energy is now not sufficient to supply the street light with electricity.    
1 M The street lighting does not switch on at night and leaves the area in darkness.    
     
2 E Due to the darkness of the area homeless people move in. B131o actor  
2 O The homeless bring their belonging to the area, Edogawa.    
2 T The local area transforms into a gathering point for nomadic homeless people. B151o actor  
2 M Anxiety within the local residents spreads, due to the reoccuring homeless "camps".

3 O A conflict between the police and the homeless people emerges.

  6 O people that live next to the banks worry that next flood might reach their houses    
  6 T Municipal authorities decide to consolidate the existing dike to make it bigger, separating the city from the river    
  6 M Fishermen on the area decide to fish on the other side of the channel in the same area as the homeless community
